What is Harm Reduction?

Harm reduction (HR) is a practical and transformative approach that incorporates community-driven public health strategies — including prevention and risk reduction — to empower people who use substances (and their families) with the choice to make safer and less risky decisions. Harm reduction centers the lived and living experience of people who use substances, especially those in underserved communities, with strategies and practices that flow from them to reduce the risk of death and overdose.
